The federal official in charge of healthcare in California prisons has directed that more than 3,000 inmates be moved out of state lockups that are infected with a lethal fungus known as valley fever

The directive from medical receiver J. Clark Kelso requires state officials to "exclude" especially vulnerable inmates from Pleasant Valley and Avenal state prisons near Coalinga in the Central Valley. The list includes HIV-infected inmates, prisoners with chronic medical conditions, African Americans, Filipinos and others of Asian descent. Of the more than 8,200 inmates at the two prisons, the medical receiver estimates 40% — or 3,280 — must be moved immediately. It is not clear why certain populations are more prone to the infection than others. But from 2008 to 2010, at least 355 prisoners required hospitalization, and the receiver reported 34 deaths related to valley fever from 2006 to 2011, most of the victims African Americans. Valley fever is caused by the soil-borne spores of Coccidioides, a fungus common to semiarid regions of the Southwest and Mexico, particularly California's Central Valley. Most of those infected suffer no more than a flu-like bout of fever and aches. About 1% develop lethal infections that ravage their bodies. Health officials say that they don't know whether African Americans are more apt to contract the fungus, or more likely to become seriously ill when they do.

For every two students that U.S. colleges graduate with STEM degrees, only one is hired into a STEM job

In computer and information science and in engineering, U.S. colleges graduate 50% more students than are hired into those fields each year; of the computer science graduates not entering the IT workforce, 32% say that it is because IT jobs are unavailable, and 53% say that they found better job opportunities outside of IT occupations. These responses suggest that the supply of graduates is substantially larger than the demand for them in industry. Wages [in STEM and IT] have remained flat, with real wages hovering around their late 1990's levels.

Children who are given anti-racism lessons in school are more likely to be intolerant outside the classroom

A major study found that accusing white pupils of racism causes animosity. The study found that if you rub children’s noses in their supposed racism, they resent it. Pupils are being accused of things they haven’t thought or done. Multiculturalism attempts to manipulate children’s thoughts, beliefs and emotions, it amounts to indoctrination, and it doesn’t work. It is counter-productive. This study shows that when people try to manipulate children’s minds, it bounces back on them.

Black voters "outperformed" their potential share of the electorate in 2012, while every other minority group and whites "underperformed"

If the racial and ethnic composition of the electorate were the same it was before Barack Obama entered the national stage, Mitt Romney would be president. Blacks make up about 12% of the total pool of eligible voters, yet they comprised 13% of the overall electorate in 2012. This is a very high turnout, fueled, no doubt, by Barack Obama being on the ballot. The share of the electorate made up of white, Asian or Hispanic voters were all well below their share of the population. For example, 2-5 million fewer whiles voted compared to 2008, even though their number of eligible voters had increased. In 2010, the electorate reverted to its historical norm and Republican swept the elections. Barack Obama was in the White House, but he wasn't on the ballot. If this pattern continues, 2014 could be another big year for Republicans. This is further evidence that the 2012 outcome was unique to Barack Obama. He was obviously helped by the historic black turnout, but he was equally helped by Mitt Romney's uninspiring campaign. Millions of potential Romney voters simply stayed home. If Romney had done more to motivate whites to come out to vote for him, he would likely be president now.

Black and mixed-race Brazilians earn three-fifths as much as white ones

Black and mixed-race Brazilians are twice as likely to be illiterate or in prison, and less than half as likely to go to university. They die six years younger — and the cause of death is more than twice as likely to be murder.

As of 2010, white families, on average, earned about $2 for every $1 that black and Hispanic families earned, a ratio that has remained roughly constant for the last 30 years

But when it comes to wealth — as measured by assets, like cash savings, homes and retirement accounts, minus debts, like mortgages and credit card balances — white families have far outpaced black and Hispanic ones. Before the recession, white families, on average, were about four times as wealthy as nonwhite families, according to the Urban Institute’s analysis of Federal Reserve data. By 2010, whites were about six times as wealthy. The dollar value of that gap has grown, as well. By the most recent data, the average white family had about $632,000 in wealth, versus $98,000 for black families and $110,000 for Hispanic families. Two major factors helped to widen this wealth gap in recent years. The first is that the housing downturn hit black and Hispanic households harder than it hit white households, in aggregate. Many young Hispanic families, for instance, bought homes as the housing bubble was inflating and reaching its peak, leaving them saddled with heavy debt burdens as house prices plunged in places like suburban Phoenix and inland California. In other words, lenders overestimated Hispanic ability to pay off big loans.

That figure is up sharply since the 1960s, and it’s projected to climb to 37% by 2050. Of course, the immigration "reformers" want that number to climb faster still.

Universities that want to improve their selection procedures by identifying talented people (of any colour or creed) from disadvantaged backgrounds should be encouraged. But selection on the basis of race is neither a fair nor an efficient way of doing so. Affirmative action replaced old injustices with new ones: it divides society rather than unites it. Governments should tackle disadvantage directly, without reference to race. If a school is bad, fix it. If there are barriers to opportunity, remove them. And if Barack Obama’s daughters apply to a university, judge them on their academic prowess, not the color of their skin.

South Africa: The unemployment rate among blacks is 28.5%, compared with 5.6% for whites

If those who want work but have given up looking for it are included, the jobless rate is a whopping 41.6% for blacks compared with 7.5% for whites. This is in spite of the fact that at private companies, educated blacks command higher wages than similarly qualified whites: 23% more, according to Adcorp, a big employment agency. Could the higher unemployment rate amongst blacks in South Africa have anything to do with racial differences in intelligence?

After handing over her last $50 to a drug dealer for cocaine and marijuana, a black woman suffering from buyer’s remorse called 911 and asked cops for help in securing a refund

Katrina Tisdale, 47, explained to St. Petersburg police that she would be penniless until her next Social Security disability check arrived. Hence the pressing need to recover her $50 from the unnamed narcotics salesman. Despite Tisdale’s explanation for her two calls to 911, officers arrested her for misusing the police emergency system. Tisdale was booked into the Pinellas County jail, where she is being held on $100 bond. According to jail records, Tisdale has been arrested many times over the past several years, including six arrests for cocaine possession. Tisdale was convicted in mid-2011 of calling 911 to falsely report that she had been robbed by her drug dealer.

The NYPD is looking for two black children, one as young as 10, who attempted to mug a woman in Central Park

A 38-year-old woman was in the area of Fifth Avenue and East 107th Street when she was approached by a black girl demanding her cell phone, police said. When the woman refused, a second black child grabbed her pocketbook, but was unable to pull it away. The children and a third person ran off. Surveillance photos of the trio have been released. Police describe suspect number one as a black girl, 12 to 14, approximately 4 feet 10 inches tall, and wearing a black jacket with a red hood and a braided pony tail. The second suspect is described as a 10- to 11-year-old black boy, 4 feet 5 inches tall, and wearing a beige striped fleece. A third person wanted for questioning was wearing a purple shirt. She is described by police as black and approximately 14 years old.

Terror suspects, fugitives and radical speakers have passed through the Cambridge mosque that the Tsarnaev brothers are known to have visited

The mosque attended by the two brothers accused in the Boston Marathon double bombing has been associated with other terrorism suspects, has invited radical speakers to a sister mosque in Boston and is affiliated with a Muslim group that critics say nurses grievances that can lead to extremism. Several people who attended the Islamic Society of Boston mosque in Cambridge, Massachusetts, have been investigated for Islamic terrorism, including a conviction of the mosque's first president, Abdulrahman Alamoudi, in connection with an assassination plot against a Saudi prince. Its sister mosque in Boston, known as the Islamic Society of Boston Cultural Center, has invited guests who have defended terrorism suspects. A former trustee appears in a series of videos in which he advocates treating gays as criminals, says husbands should sometimes beat their wives and calls on Allah (God) to kill Zionists and Jews, according to Americans for Peace and Tolerance, an interfaith group that has investigated the mosques.

A man in India has been arrested for trying to sell his newborn grandson online

Feroz Khan, 47, kidnapped the baby shortly after his birth in Ludhiana, telling his daughter that the infant was stillborn. He sold the baby for $830 to a nurse, who sold him to a hospital lab assistant for about $5,500, who in turn sold him to a New Delhi businessman for almost $15,000. Police recovered the baby from the businessman's home. Five people have been arrested over the deals, and the baby was returned to his mother.

Muslim terrorist Tamerlan Tsarnaev was living on taxpayer-funded state welfare benefits even as he was delving deep into the world of radical anti-American Islamism

State officials have confirmed that Tsarnaev, slain in a raging gun battle with police, was receiving benefits along with his wife, Katherine Russell Tsarnaev, and their 3-year-old daughter. The state’s Executive Office of Health and Human Services said that those benefits ended in 2012 when the couple stopped meeting income eligibility limits. Russell Tsarnaev’s attorney said that Katherine — who had converted to Islam — was working up to 80 hours a week as a home health aide while Tsarnaev stayed at home. In addition, both of Tsarnaev’s parents received benefits, and accused brother bombers Dzhokhar and Tamerlan were recipients through their parents when they were younger, according to the state. The news raises questions over whether Tsarnaev financed his Islamic radicalization on taxpayer money.

Muslim terrorism in Europe: Spanish police have detained an Algerian and a Moroccan suspected of having tried to join a branch of al Qaeda in Mali during that African country's Islamic insurgency

The detentions followed a yearlong Spanish investigation aided by authorities in France and Morocco, police said. It was the latest crackdown in Western European countries, including Belgium and France, against Muslim residents who are sympathetic to jihadist organizations and who have traveled to countries where al Qaeda-linked militias operate. Some of those have made their way to Syria, others to Mali. Spanish police detained Nou Mediouni, an Algerian, in the northern Spanish city of Zaragoza. He had left for Mali to join al Qaeda in the Islamic Maghreb, but had been forced by unspecified police restrictions in Africa to return to Spain. The other detainee, Hassan el Jaaouani of Morocco, was arrested in Murcia, in southern Spain, after contacting an Islamist recruiter from Mali. Both men in detention had visited Islamist Web pages and online forums.

According to preliminary figures from the Police Department, 418 murders were recorded in 2012 in New York City

Among the victims, 84% were men, 60% were black, 27% were Hispanic, and 9% were white. Among the known assailants, 93% were men; 53% were black and 35% were Hispanic. In other words, blacks and Hispanics committed 88% of homicides in New York City in 2012.

Researchers from Dartmouth's Institute for Quantitative Biomedical Sciences (iQBS) and the Center for Genomic Medicine have helped to discover three unique genetic variations that influence body size and obesity in men and women of African ancestry

This study, a meta-analysis that examined 3.2 million genetic variants in over 30,000 people with African heritage for links to body-mass index or BMI — by professors Jason Moore, Christopher Amos and Scott Williams — was the largest ever done on this population to date. The large-scale genetic analysis demonstrated the utility of examining ancestrally diverse populations for clues as to why some groups seem more prone than others to physical problems such as obesity. Nearly 50% of African-American adults in the United States are clinically obese (with BMI >=30), compared to 35% of non-Hispanic white adults. One large U.S. study found that the incidence of morbid or extreme "class 3" obesity (BMI >=40) was highest among black women. Obesity is a worldwide health epidemic, associated with higher cardiovascular disease, diabetes and mortality, and lower quality of life. The study done by Moore, Amos, and Williams — also from the Norris Cotton Cancer Center (NCCC) — and colleagues showed that people from different populations share similar genetic traits that impact body size (people with African ancestry shared 32 gene variants previously associated with BMI in European and Asian populations). Yet the study also revealed that people with African ancestry possess three genetic variations that work in concert with environmental factors to impact BMI. This knowledge may help scientists to understand, and clinicians to better prevent or treat, obesity in this population. The authors agree that both genes and environment play a role in obesity. Jason H. Moore, PhD, Third Century Professor, professor of genetics, and director of the iQBS, says, "I would love to stress that this paper is really just a start or a foundation for understanding the role of genetic variation in obesity. We expect obesity to be influenced by hundreds, if not thousands of genes and many, many environmental factors. While some genetic variants are likely to increase or decrease weight in all people, most are likely to influence weight in specific people depending on their genetic background and their unique environmental history including diet, toxic metal exposure, exercise, etc. We will not fully understand the genetics of obesity until we can fully investigate these context-dependent genetic effects." Christopher Amos, PhD, director of the Center for Genomic Medicine, associate director for Population Sciences at NCCC, and professor of community and family medicine, explains that in African-Americans, genes played a greater role in causing increased BMI than in whites. He says, "To date, the effects in both African-American and Caucasian participants are too small to explain much of the genetic variability in obesity rates, and this may be because the variation reflects both genetic and environmental contributions. Since the environmental factors have not been studied, the actual contribution from genetic factors may be greatly underestimated." Subsequent research may clarify how much of a role genes play in promoting obesity, and what might be done to reduce its incidence in vulnerable populations. Unfortunately, obesity is common not only among African-Americans but among Africans as well. Scott Williams, PhD, professor of genetics and founding director of the Center for Integrative Biomedical Sciences in iQBS, says, "In Africa, the World Health Organization has predicted several hundred million new cases of obesity by 2020 (from mid 2000s). In our cohort in Ghana, roughly 25% to 30% of women were obese by U.S. criteria. In South Africa it is even worse." Williams studies diseases that are distributed among human populations to examine the role that genetics plays in health disparities. He conducts research on genetic variation within Africa, especially as it applies to diseases that affect people of African descent more frequently. This research "has helped to illuminate human evolutionary history and serves to bring disease presentation into an evolutionary perspective," says Williams.

Ancient DNA recovered from a series of skeletons in central Germany up to 7,500 years old has been used to reconstruct the first detailed genetic history of modern Europe

The study reveals a dramatic series of events including major migrations from both Western Europe and Eurasia, and signs of an unexplained genetic turnover about 4,000 to 5,000 years ago. The research was performed at the University of Adelaide's Australian Centre for Ancient DNA (ACAD). Researchers used DNA extracted from bone and teeth samples from prehistoric human skeletons to sequence a group of maternal genetic lineages that are now carried by up to 45% of Europeans. The international team also included the University of Mainz in Germany and the National Geographic Society's Genographic Project. "This is the first high-resolution genetic record of these lineages through time, and it is fascinating that we can directly observe both human DNA evolving in 'real-time', and the dramatic population changes that have taken place in Europe," says joint lead author Dr Wolfgang Haak. "We can follow over 4,000 years of prehistory, from the earliest farmers through the early Bronze Age to modern times." "The record of this maternally inherited genetic group, called Haplogroup H, shows that the first farmers in Central Europe resulted from a wholesale cultural and genetic input via migration, beginning in Turkey and the Near East where farming originated and arriving in Germany around 7,500 years ago," says joint lead author Dr Paul Brotherton. Professor Alan Cooper says: "What is intriguing is that the genetic markers of this first pan-European culture, which was clearly very successful, were then suddenly replaced around 4,500 years ago, and we don't know why. Something major happened, and the hunt is now on to find out what that was." The team developed new advances in molecular biology to sequence entire mitochondrial genomes from the ancient skeletons. This is the first ancient population study using a large number of mitochondrial genomes. "We have established that the genetic foundations for modern Europe were only established in the Mid-Neolithic, after this major genetic transition around 4,000 years ago," says Dr Haak. "This genetic diversity was then modified further by a series of incoming and expanding cultures from Iberia and Eastern Europe through the Late Neolithic." "The expansion of the Bell Beaker culture (named after their pots) appears to have been a key event, emerging in Iberia around 2800 BC and arriving in Germany several centuries later," says Dr Brotherton. "This is a very interesting group as they have been linked to the expansion of Celtic languages along the Atlantic coast and into central Europe." "These well-dated ancient genetic sequences provide a unique opportunity to investigate the demographic history of Europe," says Professor Cooper. "We can not only estimate population sizes but also accurately determine the evolutionary rate of the sequences, providing a far more accurate timescale of significant events in recent human evolution."

A U.S. academic has been gang raped in Papua New Guinea by nine armed men who hacked off her blonde hair and left her husband tied naked to a tree

The 32-year-old woman, who was conducting research into exotic birds in a remote forest on Karkar Island, was walking along a bush track with her husband and a guide on Friday when they were set upon by the gang armed with knives and rifles. Her husband and the guide were stripped and bound by the men, who then used a bush knife to hack off the woman's hair before raping her in a terrifying ordeal lasting 20 minutes. The woman chose to speak out about the horrific attack to highlight the violence that women in Papua New Guinea experience. The brutal gang rape came less than a week after an Australian man living in the central highlands of Papua New Guinea was shot dead and his Filipina girlfriend gang raped when a group of men broke into their house. In Papua New Guinea, wives suffer extreme violence in some cases from their husbands over domestic issues, and brutal punishments are handed out to women accused of witchcraft, which is practiced in remote parts of the country. In February 2013, a 20-year-old mother accused of witchcraft was dragged from her village, taken to a rubbish dump, stripped and burned alive near Mount Hagen, in the center of the country. And recently an elderly woman was beheaded with a bush knife after being accused of sorcery.

Since 1978, Chicago Police alone have arrested Shermain Miles - a black woman - 396 times, mostly on the North Side — under at least 83 different aliases

Those arrests include 92 for theft, 65 for disorderly conduct, 59 for prostitution-related crimes and five for robbery or attempted robbery. Miles is a master at working the system. She fakes seizures that mean costly hospital visits. She gets judges to delay her cases. And then she returns to the streets to be arrested again and again — so many times that she ranks in the top 1% for all current CPD arrestees. To the relief of many, Miles, 51, is currently in prison in downstate Lincoln. Police arrested her in August 2013, when — after a day of slapping, punching and generally harassing folks on a stretch of Broadway in Uptown — she is accused of chasing after Ald. James Cappleman (46th). That arrest landed her back in prison for a possible parole violation of a 2010 conviction for robbing Mujo Cesic - a 75-year-old Bosnian immigrant - at knife-point. Miles spent her childhood dodging feet, fists and anything else her mother found to inflict pain. “We were all abused by my mom, but Shermain was abused more than any of us,” said one of Miles’ two sisters. “It’s the root cause of all her problems.” The sister said that the state ultimately plucked her and her sister from their home in the Cabrini-Green housing project. Their mother died in 1994, and the sister said that she never knew their father. Miles never adjusted to foster care. By the time she was 14, Miles’ life on the streets had begun. She got pregnant as a teenager, and has an adult daughter living in Minnesota. Miles’ run-ins with police started decades ago. Her first arrest in the city came in 1978, for breaking into a car. Since then, police have detained her for assault, burglary, drug possession and public indecency — among many other crimes. Miles’ busiest year was 1988, when police made 25 arrests. In the majority of those cases, Miles is arrested, released and never convicted; that’s partly because Miles knows how to work the system — getting judges to delay cases so that her victims get frustrated, stop coming to court and then the case is dismissed. The Cook County state’s attorney’s office counts 73 convictions in all. “We also need her to come to court,” said Fabio Valentini, chief of Cook County’s Criminal Prosecutions Bureau. “You can see that in a great many cases, she fails to appear in court.” Valentini defends his office’s handling of Miles’ more recent cases, saying that whenever she’s been charged with a felony — 10 times, according to prosecutors — she is convicted. He also says that within the last year, Miles’ cases have been assigned to a single, community-based prosecutor available to talk over concerns with the public and police about Miles’ activities. On the rare occasion when Miles has served prison time, she benefits from a state law that automatically cuts an inmate’s term in half for a range of crimes; that’s why she served only three years of a six-year term for robbing Cesic in 2008. But in 1993, Miles served about seven months of a two-year prison term — her first Illinois prison stay — stemming from an attempted robbery charge. In that case, Miles received about five months’ credit for good behavior, said Illinois Department of Corrections spokeswoman Stacey Solano. After Miles’ most recent release from prison in April 2011, CPD arrested her six times before she was finally sent back to prison.

It was pretty close – boiled down to a few hundred votes in Florida. If Bush carried the state, he’d win the Electoral College by one vote. If not, Gore would win.
In the long recount process, Gore missed a bet. What he should have done was call for a statewide recount and argue that ballots that were technically spoiled, but where intent was unambiguous, should be counted. There were many such votes, in which someone punched for a presidential candidate and also wrote in that same name.
That sure sounds fair. It would have favored Gore, probably enough to win, because black voters voted 90% for the Democrats, and black voters make more mistakes, just as they have lower scores on every kind of standardized test. As Linda Gottfredson once said, “Life is an IQ test”. There were many allegations of various of voter fraud, discrimination, etc. but that’s not what happened. The effect is general.
The error rate varied with the voting method: Florida used punch cards, optical scans, paper ballots, and voting machines in different counties. The “residual vote” rate was different for different methods, but the black error rate was always higher. There have been several journal articles about this in the 2000s, but I knew it at the time. In part, this was because I had seen it in action in California: Ballots for Jesse Jackson were particularly likely to be messed up, in the 1984 primary.

India: Hundreds of demonstrators besieged New Delhi’s police headquarters to protest the kidnapping, rape and torture of a 5-year-old girl

The injured girl has been moved to New Delhi’s finest public hospital on a gurney covered with stuffed toys, and was alert and in stable condition, according to doctors there. She was being given fluids and intravenous antibiotics to fight a blood infection, the doctors said, and further operations will have to wait until the infection has abated. Meanwhile, the police arrested a 22-year-old garment worker in Bihar, said Rajan Bhagat, a Delhi police spokesman. The police identified the suspect as Manoj, who, like many Indians, uses only one name. He had recently married and was tracked down with the help of cellphone records in the town where his in-laws live. The suspect had an apartment in New Delhi in the same building as the girl, whom he is accused of abducting, raping and torturing. He told the police that he fled his apartment shortly thereafter because he believed that the girl had died. The girl’s parents discovered her in the man’s apartment. “This is the first time I have seen such barbarism,” R. K. Bansal, medical superintendent of Swami Dayanand Hospital. “There were injuries on her lips, cheeks, arms and anus area. Her neck had bruise marks suggesting that attempts were made to strangle her.” He said a bottle almost eight inches long and pieces of candle had been inserted “into her private parts.” In December 2012, a woman was gang-raped and tortured and her companion beaten in a case that shocked the nation and led to weeks of spontaneous protests by Indians demanding better security for women. That case led to changes in the country’s rape laws, but horrific sexual assaults continue to be reported around India with regularity. Whether women are less safe in India than in other emerging countries is uncertain, but rape and police competence have become burning political issues. Demonstrators have sought to reawaken the outrage that convulsed India in December 2012, but the current protests were far smaller and seemed less spontaneous. Anger at the authorities began to build after the parents of the 5-year-old said that the police had failed to take their complaint seriously, failed to carry out an adequate search and then offered them 2,000 rupees — about $37 — if they would keep quiet about the case. Then, television news channels showed a large mustachioed police officer slapping a small female protester in the face. The government’s concerns about the case ratcheted up so quickly that Prime Minister Manmohan Singh expressed regrets about the episode. And, the president of the Indian National Congress Party, Sonia Gandhi — whose house was also the site of protests — released a statement condemning the rape and saying that “action and not words are required to ensure that such incidents never happen again.” Two police officers, including the lead investigator on the case and the one seen slapping the protester, were suspended. The lead investigator is being investigated after being accused of trying to bribe the child’s family to remain silent, said Bhagat, the police spokesman. The quick arrest of the suspect may do little to calm the anger surrounding the case since fairly quick police work also led to the arrests of five suspects in the December 2012 rape case. Such rapid resolutions are not the norm in India, where highly politicized police forces and a backlogged and inefficient judiciary often mean that cases remain unresolved for years.

A new study suggests that obstructive sleep apnea severity is higher in African-American men in certain age ranges, even after controlling for body mass index (BMI)

"The results show that in certain age groups, after correcting for other demographic factors, the severity of sleep apnea as measured by the apnea-hypopnea index is higher in African-American males than Caucasian males," said James Rowley, PhD, the study's senior investigator, professor of medicine at Wayne State University School of Medicine in Detroit and Medical Director of the Detroit Receiving Hospital Sleep Disorders Center. Results of multivariate linear regression models show that being an African-American man younger than 40 years of age increased the apnea-hypopnea index (AHI) by 3.21 breathing pauses per hour of sleep compared to a white man in the same age range with the same BMI. For participants between 50 and 59 years of age, being an African-American man increased AHI by 2.79 breathing events per hour of sleep. There was no difference in AHI between African-American and white women. The researchers analyzed a prospectively collected database of 512 patients studied in the sleep center between July 1996 and February 1999. Inclusion criteria included patients at least 18 years of age, with an AHI greater than 5 events per hour of sleep and a full-night polysomnogram (PSG). Statistical analysis was performed to determine the association between race and AHI while controlling for the effect of confounders and effect modifiers, which included gender, age, BMI and comorbidities. The database included 340 African-American and 172 white patients. According to the authors, the mechanism for a racial difference in sleep apnea severity is unclear. They suggested that potential mechanisms include anatomic differences that affect upper airway mechanics and collapsibility, as well as differences in the neurochemical control of breathing.

Six people have been strangled to death and one decapitated in the southern Mexican tourist resort of Cancun, the state's deputy attorney general said, in the latest mass killing to strike the city recently

Police found the bodies of the five men and two women in a shack in the outskirts of Cancun, a major tourist destination on Mexico's Caribbean coast, that has largely escaped the drug-related violence that has racked Acapulco, a faded tourist destination on the Pacific coast. "It looks like the victims were independent drug dealers without any links to any specific cartel," said Juan Ignacio Hernandez, deputy attorney general of Quintana Roo state. Recently six people died and five were injured after two men opened fire in a bar on the outskirts of Cancun. In a separate incident, police found the body of another man in Cancun who had been gagged, bound and wrapped in sheets.

Mohammad al-Chalabi, the head of an extremist Jordanian Muslim Salafi group, has said that he was happy to see the horror in America after the explosions in Boston

Mohammad al-Chalabi was convicted in an al-Qaida-linked plot to attack U.S. and other Western diplomatic missions in Jordan in 2003. Al-Chalabi served seven years in prison for his part in the foiled attack. His group is outlawed in Jordan. A Mideast counterterrorism official based in Jordan said that the blasts carry the hallmark of an organized terrorist group, like al-Qaida. A Jordanian security official said that security has been beefed up around the U.S. Embassy in Amman after the bombing in Boston.

A 17-year-old girl has exposed the scale of Islamic sex tourism in India where Muslim men from the Middle East and Africa are buying "one month wives" for sex

Campaigners for Muslim women's rights said that while short term "contract marriages" are illegal in India, they are increasing in Hyderabad, in southern India, where wealthy foreigners, local agents and "Qazis" – government-appointed Muslim priests – are exploiting poverty among the city's Muslim families. The victim, Nausheen Tobassum, revealed the scale of the problem when she escaped from her home after her parents pressurized her to consummate a forced marriage to a middle aged Sudanese man who had paid around £1,200 for her to be his "wife" for four weeks. She told police that she had been taken by her aunt to a hotel where she and three other teenager girls were introduced to a Sudanese oil company executive. The "groom", Usama Ibrahim Mohammed, 44 and married with two children in Khartoum, later arrived at her home where a Qazi performed a wedding ceremony. According to Inspector Vijay Kumar, he had paid 100,000 Rupees (around £1,200) to the girl's aunt Mumtaz Begum, who in turn paid 70,000 Rupees to her parents, 5,000 Rupees to the Qazi, 5,000 Rupees to an Urdu translator and kept 20,000 Rupees herself. The wedding certificate came with a "Talaknama" which fixed the terms of the divorce at the end of the groom's holiday. "The next day he came to the house of the victim girl and asked her to participate in sex but she refused. She is a young girl and the groom is older than her father," Inspector Kumar said. Her parents reassured him that they would persuade their daughter and told her she would be punished if she did not. Instead she ran out of their tiny one room home in Hyderabad's Moghulpuri neighborhood and was rescued by a police patrol. The police arrested the groom, the victim's aunt and the Qazi, and issued a warrant for her parents' arrest – Nausheen is a minor under Indian law and cannot marry until she reaches 18. Her parents are now in hiding but will be charged with arranging a child marriage, "outraging the modesty" of a woman, and criminal conspiracy. Inspector Kumar said that there are dozens of illegal short term contract marriages in the city, and that the Sudanese man they arrested had come to Hyderabad after a friend in Khartoum told him that he had taken a "40 day wife" during an earlier visit. "If a Sudanese wants to have sex, he has to pay three times more [in Sudan] because there are far fewer girls there, or he takes a second wife. In India the girls are coming for a cheaper rate and they are beautiful. Even if they are only staying for a few days they are doing this kind of illegal marriages for sex," he said. Poor families agree to contract marriages because they have many daughters and cannot afford to pay for all their weddings. Instead, they have a series of one-month contract "marriages" to fund their own genuine wedding. Shiraz Amina Khan of Hyderabad's Women and Child Welfare Society, said that there were up to 15 "contract marriages" in the city every month and that the number is rising. "They come to Hyderabad because it has maximum downtrodden families. Thirty to forty per cent of families are going for the option of contract marriages to relieve their poverty. It has to be stopped," she said. Nausheen Tobassum, who is now living in a government home for girls said in an interview before she was placed in care, that she had filed a complaint to stop the same thing happening to other girls. "I didn't know what was happening and I agreed in ignorance. They forced me. They changed my date of birth certificate and made a fake one, where I was shown as 24 years old. They exploit girls and that's why I went to police. I had to show courage to go to police against my parents. I don't want to go back to my home, I am scared," she said.

Racial makeup based on genetic testing trumps self-reported race as a predictor of endometrial cancer outcomes

Researchers compared patient self reports of racial identity and the results of genotyping for markers of race in 217 women with endometrial cancer who had any-stage endometroid tumors. The risk of cancer progression or death rose by 2% with each 1% increase in African racial genetic admixture and fell by 3% with each 1% increase in European racial genetic admixture. "Racial genetic admixture significantly predicts the risk of recurrence and progression-free survival in endometrial cancer patients. Importantly, this risk is irrespective of self-designated race and could be used to stratify and identify patients’ recurrence risk," reported Dr. Rodney P. Rocconi, a gynecologic oncologist at the Mitchell Cancer Institute and University of South Alabama in Mobile. The results are worth examining as a key "to unraveling the etiology of this disparity, with the hopes of improving treatment outcomes and eventually eliminating this racial disparity in the future." Dr. Rocconi acknowledged that the study included only endometroid tumors, and noted that black women typically have higher proportions of carcinosarcoma and type 2 endometrial cancers, a distinction that’s not always known preoperatively. African American women make up just 7% of all patients with endometrial cancer but account for 15% of deaths from the disease. "To date, breaking down the definition of race in cancer racial disparity has largely been overlooked. Considering the majority of racial disparity research utilizes self-designated race, this in my opinion is the greatest limitation in this type of research. Self-designated race can be used as a proxy, but it is not precise in measurement of population differences. It cannot infer genetic similarity," he said. Genetic testing "can mathematically calculate the place of origin genetically. Thus, it’s a more precise definition of race, and this methodology is important in teasing out those true factors of racial disparity. Simply put, this definition allows a continuous variable, a true percentage of African descent, as opposed to a categorical value of self-designated African American [race]," he said. The team extracted DNA from tumor-free tissue samples and performed genotyping for 140 ancestry informative markers (AIMs), or single-nucleotide polymorphisms that occur in different frequencies in populations from different world geographic regions. The 5-year rate of progression-free survival was 82% among self-reported white women and 74% among self-reported African American women. Mean racial genetic admixture scores showed considerable racial genetic heterogeneity among both self-reported African American women (65% African, 20% European, and 15% Native American Indian) and self-reported white women (77% European, 17% Native American Indian, and 6% African). After adjustment for self-reported race, women’s risk of progression or death rose significantly with each 1% increase in African racial genetic admixture (hazard ratio, 1.02) and fell significantly with each 1% increase in European racial genetic admixture (HR, 0.97). When women were stratified into quintiles of African racial genetic admixture, the risk of events rose steadily with quintile. Relative to their peers having 0%-2% of this racial genetic composition, women having 72%-86% were 7.7 times more likely to experience progression or death.

A variation in the gene ABCA7 causes the risk of late-onset Alzheimer's disease to double in African-Americans

The research, the largest analysis yet to establish genetic risk linked to late-onset Azheimer's disease in African-Americans, was undertaken by the Alzheimer's Disease Genetics Consortium and led by scientists from Columbia University Medical Center. "Our findings strongly suggest that ABCA7 is a definitive genetic risk factor for Alzheimer's disease among African-Americans," said Richard Mayeux, MD, MS, professor and chair of Neurology at CUMC. "Until now, data on the genetics of Alzheimer's in this patient population have been extremely limited." The ABCA7 gene plays a part in the production of lipids and cholesterol, which indicates that lipid metabolism might be a more crucial pathway for the disease in African-American individuals than in whites. It is more common for African-Americans to experience lipid and cholesterol imbalances - which ultimately result in heart attacks, strokes, and vascular disease. Therefore, the researchers explained that treatments that lower cholesterol and vascular disease could possibly be a successful way to decrease or delay Alzheimer's among this group of people. The experts aimed to look for genetic variants in African-Americans, who generally have an increased incidence of late-onset Alzheimer's, compared to whites residing in the same community. Alzheimer's affects approximately 5 million people aged 65 and older in the United States, and 90% of all cases of the disease are reported to be the late-onset form. Christiane Reitz, MD, PhD, first author and assistant professor of neurology, said: "ABCA7 is the first major gene implicated in late-onset Alzheimer's among African Americans, and it has an effect on disease risk comparable to that of APOE-e4 - which has been known for two decades to be a major genetic risk factor in whites. Both genes raise the risk of Alzheimer's in this population twofold." The importance of the role of APOE-e4 in African-Americans had been unclear due to conflicting results from prior, smaller investigations. "Based on these results, we now know that both APOE-e4 and ABCA7 are major genetic risk factors for African-Americans, whereas for whites, only one of the two - APOE-e4 - confers a similar degree of risk," said Dr. Mayeux, who is also co-director of the Taub Institute for Research on Alzheimer's Disease and the Aging Brain and the Gertrude H. Sergievsky Center at CUMC. Many other genes that had recently been associated with the disease in white people were also shown in this report to have a role in African-Americans. Dr. Reitz, who is a member of both the Sergievsky Center and the Taub Institute, explained: "Because they cross ethnic groups, the likelihood increases that these genes are very important in the development of Alzheimer's. And that gives us clues in our search for the cellular pathways associated with the disease. These findings suggest that the genetic underpinnings of Alzheimer's disease may vary among different populations - and so should not be treated homogeneously."

A majority of white Americans are unhappy with Barack Obama's job performance, suggest recent Gallup polling data

The latest weekly snapshot of Obama's approval rating provided by Gallup shows him with a national approval rating of 48% among all adults. When that number is broken down by racial demographics, however, the distance between the approval ratings of white and non-white Americans is staggering. Reflecting a weekly decline of just one percent, 76% of non-white Americans approve of Obama's job performance while among whites that number has remained flat at 36%. A breakdown of the non-white numbers gets even more interesting. Obama's approval rating among blacks fell by 8% from the week before the latest round of polling to 87% while it jumped by five percentage points among Hispanics to 69% over the same period.

Three members of the United States Commission on Civil Rights have written to Congressional Black Caucus chairwoman Rep. Marcia Fudge (D-OH) to express their belief that amnesty or legalization of some 11 million illegal immigrants in the United States will hurt the black community

“In light of recent debates on comprehensive immigration reform, we are writing to address a rarely-discussed effect of granting legal status or effective amnesty to illegal immigrants,” the three Civil Rights Commission members wrote. “Such grant of legal status will likely disproportionately harm lower-skilled African-Americans by making it more difficult for them to obtain employment and depressing their wages when they do obtain employment. The increased employment difficulties will likely have negative consequences that extend far beyond economics,” the authors warn. The Commission members cite a 2008 briefing that their body held on this topic which found illegal immigration “has a disparate impact on African-American men because these men are disproportionately represented in the low-skilled labor force. The obvious question is whether there are sufficient jobs in the low-skilled labor market for both African-Americans and illegal immigrants,” the Civil Rights Commission members wrote to Fudge. “The answer is no.” The Commission members added at the end of their letter that whatever plans being considered - whether originating from Obama, the bipartisan Senate “Gang of Eight”, or a House plan that is reportedly being drafted - lawmakers should actually consider the disparate impact such reforms will have on black communities. “Before the federal government decides to grant legal status to illegal immigrants, due deliberation should be given to what effect such grant will have on the employment and earnings prospects of low-skill Americans generally and black Americans specifically,” they wrote. “We respectfully submit that granting such legal status is not without substantial costs to American workers.”

If convicted of the federal felony charge, Agarwal faces a maximum of two years in prison.

The president of France will soon get a “bigger and better-looking” camel after an apparent misunderstanding led to a West African family eating the original camel that was given to him as a gift

Authorities in Mali say they will now send the replacement camel to France for safe keeping after the faux pas was discovered recently. The family of farmers in northern Mali whom President Francois Hollande asked to care for his young camel slaughtered the animal to make stew. An unnamed government official in northern Mali said, “We are ashamed of what happened to the camel. It was a present that did not deserve this fate.” Malian officials presented Hollande with the baby camel when he visited the country in February 2013. It was a thank you gift for France’s military intervention to help the Malian army fight back Islamist radicals who had seized more than half of the country. As the media filmed the presentation of the camel, the animal brayed obnoxiously while Hollande joked, “I will use it as often as I can for transportation.” But instead of flying the camel back to France, Hollande reportedly decided to send the camel to a farmer whose property had been damaged by French tanks. It is not clear whether the camel was re-gifted by Hollande or if the family had been asked only to raise the animal on behalf of the president. It is also unknown what exactly Hollande will do with the new desert animal when it arrives in rainy France.

At current levels of around one million immigrants per year, immigration makes the U.S. economy (GDP) significantly larger, with almost all of this increase in GDP accruing to the immigrants themselves as a payment for their labor services

For American workers, immigration is primarily a redistributive policy. Economic theory predicts that immigration will redistribute income by lowering the wages of competing American workers and increasing the wages of complementary American workers as well as profits for business owners and other “users” of immigrant labor. The best empirical research that tries to examine what has actually happened in the U.S. labor market aligns well with economy theory: An increase in the number of workers leads to lower wages. The presence of all immigrant workers (legal and illegal) in the labor market makes the U.S. economy (GDP) an estimated 11% larger ($1.6 trillion) each year. This “contribution” to the aggregate economy, however, does not measure the net benefit to the native-born population. Of the $1.6 trillion increase in GDP, 97.8% goes to the immigrants themselves in the form of wages and benefits; the remainder constitutes the “immigration surplus” — the benefit accruing to the native-born population, including both workers, owners of firms, and other users of the services provided by immigrants. The standard textbook model of a competitive labor market yields an estimate of the immigration surplus equal to $35 billion a year — or about 0.2% of the total GDP in the United States — from both legal and illegal immigration. The immigration surplus of $35 billion comes from reducing the wages of natives in competition with immigrants by an estimated $402 billion a year, while increasing profits or the incomes of users of immigrants by an estimated $437 billion. The immigration surplus or benefit to natives created by illegal immigrants is estimated at around $9 billion a year or 0.06% of GDP — six one-hundredths of 1%. Although the net benefits to natives from illegal immigrants are small, there is a sizable redistribution effect. Illegal immigration reduces the wage of native workers by an estimated $99 to $118 billion a year, and generates a gain for businesses and other users of immigrants of $107 to $128 billion.

A 64-year-old black woman has been charged along with her grandson in the slaying of her 72-year-old husband, who was killed on his way to dialysis treatment, police said

The black woman and her grandson then used the slain man's money to buy a car, home furnishings, tattoos, gym shoes and other items, prosecutors said. Janet Strickland was charged with one count of first-degree murder and one count of armed robbery with a firearm in connection to the March 2, 2013 homicide of her husband William Strickland. Bail was set at $500,000 for Janet Strickland. Prosecutors say that Janet Strickland and her grandson, also named William Strickland, discussed killing her husband on multiple occasions. Before the shooting, Janet Strickland told her grandson that she was "sick" of his grandfather and that she wanted him dead, prosecutors say. Initially the two had discussed having someone else kill him, but Strickland later told his grandmother that he would do the shooting himself. According to prosecutors, Strickland admitted that when she unlocked the door to let her husband leave for his dialysis appointment early in the morning of March 2, 2013 she knew that he would be killed by her grandson. She also admitted to knowing her grandson had his grandfather's gun, and to letting him use her car during the shooting. Janet Strickland was a beneficiary of her husband's accounts, including his bank account. After the shooting, the two went on a shopping spree with the victim's money. She used his money to buy her grandson a car and home furnishings. The younger Strickland also bought himself tattoos, gym shoes and a new phone. Janet Strickland did not appear in court, instead being held in a hospital for treatment of lung disease and low oxygen, police said. Strickland's grandson William D. Strickland, 19, was ordered held without bail on March 30, 2013 accused of shooting his grandfather six times in the back. The elder William Strickland was shot about 3:30 a.m. on March 2, 2013 outside his home in the South Side's Burnside neighborhood, according to police. The elder Strickland was standing outside waiting for a Pace bus near his home when he was shot, on his way to a weekly dialysis appointment, prosecutors said. Police recovered 25 bullet shell casings at the scene, prosecutors said. The younger Strickland admitted to stealing the gun used in the murder from his grandfather, prosecutors said. According to court documents, the younger Strickland, also known as "Dashaun," used a black Beretta semi-automatic handgun in his grandfather's murder. Strickland is a self-admitted member of the Black P. Stones street gang, according to court documents. Strickland has "Legacy," "Loyalty," and "Respect" tattooed on his arms, according to court documents.

Two Jewish infants in two months have contracted neonatal herpes from oral suctioning conducted during ritual circumcision, according to New York City’s Department of Health and Mental Hygiene

Conducted by some mohels (Jewish circumcision practitioners) in ultra-Orthodox circles, the procedure involves orally sucking away blood from the infant’s genital area after the ritual, which is called a bris. In 2003 and 2004, three babies, including a set of twins, were infected with Type 1 herpes; the cases were linked to circumcision, and one boy died. Another died in 2010. In the last decade, 11 babies in New York City have contracted the virus, and two have had brain damage, according to health officials. All were circumcised by the metzitzah b’peh method. According to a study published in the federal Centers for Disease Control and Prevention’s Morbidity and Mortality Weekly Report in June 2012, one in 4,098 New York City male newborns have either contracted or were probably exposed to the herpes virus due to this circumcision ritual. New York approved a circumcision consent form in September 2012, requiring parents who choose to undergo the ritual to sign a waiver that explains the risks and dangers of having the procedure done.

A South African student newspaper has caused a racial storm after publishing a poll that said that white people are the most attractive race

The University of Cape Town’s (UCT) Varsity newspaper conducted a survey of 60 students to decide which race is the most attractive. It showed that 38% of those surveyed thought that whites were the most attractive, while black Africans had the lowest rating with just 8%. The survey took in a wide range of racial groups, with people from who were white, Indian, East Asian, mixed race, black or colored backgrounds. The paper was forced to apologize after students and human rights activists complained. The UCT Young Communist League of South Africa lodged a complaint with the country’s Human Rights Commission as they believe that the "charade of a survey" incited racial hatred. They said: "The article and its alleged survey were always leading to inculcate a culture of one race being the jewel of all others. It is despicable to read." I guess the truth hurts.

Food stamp rolls increased on a year-over-year basis, but were 1.1% lower from the prior month, the U.S. Department of Agriculture reported. Though annual growth continues, the pace has slowed since the depths of the recession. The number of recipients in the food stamp program, formally known as the Supplemental Nutrition Assistance Program (SNAP), reached 47.3 million, or nearly one in seven Americans. Illinois was the only state to see a double-digit year-over-year jumps in use, while Oregon, Maine, Missouri, Texas, Arizona, Pennsylvania, Michigan, Idaho, North Dakota, Utah and North Carolina all posted annual drops. Mississippi was the state with the largest share of its population relying on food stamps — 22% — though Washington, DC was a bit higher overall at 23%. One in five residents in Louisiana, Tennessee and George also were food-stamp recipients. Wyoming had the smallest share of its population on food stamps — 7%.

There were 9,956,000 unemployed native-born Americans in March 2013

If March 2013’s job growth rate persists — and if the native-born were miraculously to get all the new positions — it will take 59 months, nearly five years, for the native-born unemployment rate to reach the 4% level considered “full employment” by most economists. And that would indeed be a miracle. Because about 90,000 legal immigrants arrive every month. That means that essentially all the jobs created in March 2013 would be needed just to absorb new legal entrants. March 2013 was a disaster for native-born Americans. The Household Employment Survey, which records the ethnicity and nativity of respondents, found across-the-board job declines. In March 2013, native-born employment fell by 130,000, or by -0.11%. The long-term trend, of native-born workers gaining jobs at rates well below those of their foreign-born competitors, remains intact. Since January 2009, foreign-born employment has increased by 1.646 million, or by 7.6%. Native-born employment has declined by 581,000, or by 0.5%. Since Obama took office, native-born job losses are about one-third of immigrant job gains. Put differently, during the Obama years an average of one native-born worker has become unemployed per every three foreign-born workers added to the U.S. workforce. Between March 2012 and March 2013, immigrants gained 412,000 jobs, a 1.8% increase. In that same time period, the immigrant unemployment rate has fallen by 1.3 percentage points – or by 14.9%. The labor force participation rate – a measure of worker confidence — declined for native-born workers between March 2013 and March 2013 and now stands at 62.6%. The latest employment report shows that over the past 12 months the foreign-born labor force grew four times faster than the native-born labor force: 0.4% versus 0.1%. This is bad news for any native-born American looking for work.

Hate crime hoax: A black minister at a Virginia church faces charges of setting his house and car in Chesterfield County on fire

Chesterfield County police had investigated the fires as a possible hate crime because a racial slur had been painted on the house. Police believe that 41-year-old Olander D. Cuthrell, who is black, painted the slurs on his home before he set it on fire. Police have charged Cuthrell with two felony arson counts following a joint investigation with the FBI. In a press release, authorities say that they treat allegations of hate crimes as serious matters. The fires occurred March 15, 2013. One fire was set on the front porch of Cuthrell’s house. The other was set in a car. Cuthrell is a minister of music at Good Shepherd Baptist Church in Petersburg. He is being held without bond at the Chesterfield County Jail. An April 17, 2013 hearing is set in Chesterfield County General District Court.

From 1980 through 2008, blacks comprised 52.5% of all homicide offenders even though they only made up about 13% of the population of the United States

African Americans committed 56.9% of all homicides with a gun. While young black males have accounted for about 1% of the population from 1980 to 2008, by 2008, young black males made up about a quarter of all homicide offenders (27%). This means that young black males commit about 27 times more murders than their fair share of the population.

Whites are under-represented by race in mass shootings, as are Hispanics, when you look at percentage of total population

Over-represented are Asians, like Virginia Tech shooter Seung-Hui Cho, One L. Goh, Jeong Soo Paek, Jiverly Wong, Byran Koji Uyesugi and Gang Lu who are all East Asian, and West Asian/Arabs, such as Nidal Hassan, and Abdelkrim Belachheb. Also over-represented are black mass murders like Omar S. Thornton, Maurice Clemmons, Charles Lee Thornton, William D. Baker, Arthur Wise, Clifton McCree, Nathan Dunlap, Colin Ferguson, and we’re not even including the DC Snipers, John Allen Muhammad and Lee Boyd Malvo, because they are arguably serial killers instead.
