FDNY comes up with new exam that blacks and Hispanics can't fail

The exam’s pass rate was high. Of the 42,231 people who took the test, 40,426 passed with a score of 70 or above. This means that the pass rate was over 95%. With such a high pass rate, I doubt that the test was particularly rigorous. In fact, more than 42% of minority-group members earned a grade of 97 or higher which seems to indicate that anyone with an IQ of at least 85 would have had no trouble passing this exam.
