Police say that a Hispanic hired a hitman to kill his wife on his birthday as a gift to himself

Jorge Victorino-Vazquez, 32, attempted to recruit someone who would be willing to kill his wife or would sell him a gun. Vazquez was arrested after a week-long undercover investigation into the man's murder plot.
