Do humans evolve faster in non-tropical regions?

Peter Frost points out that humans who spread out of the tropical zone and into temperate and arctic environments have tended to evolve more than those who remained within the tropical zone such as Australian Aborigines, Papua-New Guineans, and Andaman Islanders.
