That's exactly what happens in Muslim countries, or rather, what would happen if anyone were so foolish as to send their daughter to the grocery store without a male escort.
In a tribal society your only protection is your family. Police are useless; the only deterrent to crime is that it might start a vendetta. This is true even in natural disasters; I recall an Egyptian women trapped in a collapsed building phoning her father and brothers to come dig her out.
