The population-weighted average unemployment rate in states with Republican governors is 7.6% while the number for states with Democratic governors in 8.8%
I'd say a demographic breakdown is what is needed, but the democrats tend to be in favor of demographic shift at the state level, while republicans oppose it on occasion.
