Imperial County, California: High in both Hispanics and unemployment

Imperial County, a part of California along the borders of Arizona and Mexico, has an unemployment rate of 28% - the highest in the nation - and a population that is 76.8% Hispanic and 32.2% foreign-born. For some reason Imperial County doesn't seem to be benefiting from all that diversity that the media tells us the United States will need if we are to survive as a major economic power in the 21st century.
